I just found out about this non-profit organization. They rent fully tooled shop space for $5/hr. Includes instruction and guidance by volunteer bike mechanics as you DIY. Should I not be surprised that I didn’t learn about this through the VBC?

This is a great business!  I intend to check it out.  They had a very successful fund raising.  Don’t know if they have to pay rent.  But volunteers staff the place.  Could work here under the right circumstances.
Does Bike Clark County work in a similar fashion?

Bike Clark County (a VBC partner) offers very similar deals to the Portland Bike Farm.  BBC is located at 1604 Main St  (just next to New Seasons downtown).

 

They have a workspace with tools that can be used for free.  In the past you could ask the mechanics for help, but I think they are trying to minimize this going forward.

 

They have used parts including tires.  They offer VBCers new parts at 25% over cost.

 

BBC also hosts the VBC closet.  The closet contains a range of bike stuff donated by members and all for free.
